1. More should be done to avoid some admissions to hospital beds.
2. More community services e.g. expanded community mental health teams, more extra sheltered care housing, more flexible breaks for carers and more home care should be available for people who are not seriously unwell, or who are getting better so that they can stay at home or get back home from hospital. If the services above were in place we would need fewer hospital beds.
